I can answer. It's common for Israelis to have wavy hair (a random DNA-by trait for both genders).

Many European ladies, though, follow a modern fashion of making their hair curly (long straight hair are actually a kind of "meh!" there).

So, someone had to post a... let's say, a trollful yet understandable joke about this.
