^ No, it's definitely her. Right eyes, right hair, right earrings. Costa del Sol is even an in-game location.

Maybe the nose is a little strange for her, but I can still tell it's her easily enough.

Maybe that's supposed to be Tifa, but it clearly isn't. Unless the artist was going for some kind of budget Disney-version of Tifa.
