I think this artist has put the wrong flag in her hand. The flag depicted belongs to the communist People's Republic of China which was the side trying to sink Yukikaze. The Republic of China Navy (to which Yukikaze was given) belongs to the original Republic of China government that was started by the Chinese Nationalist Party whose flag is commonly referred to as the Taiwanese flag!
